Get Started with the WSDOT E-Bike Rebate Program

  1. Check Your Eligibility
  2. Gather Your Documents
    • Before the application period begins, prepare your identification and income documents.
  3. Apply Online
    • When the application window opens, click the ‘Apply’ button. Fill out the basic information, and a link will be sent to the email address you provide. Click on that link to open the application.
    • Application Steps:
      • Complete the WSDOT E-Bike Rebate Program online application.
      • Provide your basic information—name, address, contact details, and more.
      • You’ll be asked if you want to participate in the University of Washington research study. Your answer will not affect if you get approved or not.
      • Submit your signed application and agree to the program’s terms and conditions.
      • Respond to any follow-up emails and share additional information as needed, by required deadlines.
  4. Get Approved
    • The voucher recipients will be randomly selected.
    • If approved, you’ll receive an email with:
      • The incentive amount you qualify for
      • A unique voucher code
      • A voucher expiration date
    • You will need to show proof that you live in the state of Washington within 96 hours of receiving the approval email. All documents must be dated within one year of application. Acceptable proof of address documents include: 
      • Photo ID such as: Driver’s License tribal citizen ID cards, passports, Employee Authorization Documents issued to refugees, address confidentiality program participant cards or other government issued ID. These IDs need to be issued on or after April 2024.
      • Computer-generated bills (utility, credit card, doctor, hospital, etc.) 
      • Printed bank statement 
      • Pre-printed pay stub (from a period within the last 3 months) 
      • First-class mail (from a government agency or court) 
      • Current homeowner’s, renter’s, motor vehicle or bike insurance policy 
      • Mortgage, lease, or rental contract 
      • Transcript or report card from an accredited school 
      • Motor vehicle registration 
      • USPS Change of Address Form CNL107 
      • Letter from an organization you are working with that confirms your residency in WA (for those unable to provide a physical address) 
      • If you don’t have any documents to verify your physical address, or if you don’t have a physical address, you might be able to use alternative documents. Please contact customer service for individual support.
    • Show that your income is at or below 80% of the Area Median Income for your county
      • Submit one of the following documents within 96 hours of receiving the approval email to verify your income.
        • 2023 or 2024 Federal Tax form 1040 showing Line 11 – Adjusted Gross Income. In the case of a Federal Tax form 1040-SR you will need to submit the first 2 pages of the form.  
        • A dated document showing proof of enrollment in any one of the following programs. the document will need to show current enrollment, and be dated within the last year. 
          • Supplemental Nutrition Assistance Program (SNAP) 
          • Supplemental Security Income (SSI) 
          • Medicaid 
          • Enrollment in a property tax exemption or deferral program
    • After you submit your documents, we’ll review them and send you a voucher to your email. This step can take up to ten days.  
    • You must redeem your voucher within 45 days of approval. If an e-bike isn’t available within that window, you may request a one-time 45-day extension. 
  5. Find an Approved Retailer
  6. Choose Your E-Bike
    • Decide which electric bike best fits your needs. Make sure it meets all requirements in the WSDOT’s e-bike eligibility checklist.
  7. Redeem Your Voucher
    • You won’t get money directly. Instead, you’ll show your voucher code in an approved store to purchase your eligible e-bike.
  8. Enjoy Your E-Bike!
    • Thanks for participating. Your choice helps make communities healthier and more sustainable.
